Quick Answer

Who this page is for: Homeowners unsure whether their renovation requires an ABCI permit.

Interior fit-out (cabinetry, built-ins) does not require ABCI approval. Structural changes do. This page explains the boundary.

Material Standard

Caramella uses ENF-grade (Zero-HCHO) plywood core as our minimum build standard for all RPN and STKRJ projects in Brunei.

When is a Permit NOT Required?

For most interior cabinetry projects in Brunei, you do not need to engage a Qualified Person (QP) or submit plans to the Authority for Building Control and Construction Industry (ABCi). This includes:

When is ABCi Approval MANDATORY?

ABCi oversight is triggered the moment you alter the structural integrity, safety, or exterior footprint of the building. You must seek approval for:

The "Rumpun" (Extension) Warning

Many homeowners in RPN/STKRJ schemes build "temporary" extensions without permits. In Brunei, any extension built without ABCi approval is technically illegal and can lead to fines or demolition orders during property valuation or bank inspections. If your project involves an extension, always consult a registered architect/QP.

The Process for Major Works

If your renvoation requires ABCi approval, the process typically follows these steps:

  1. Engagement: Consult a Qualified Person (QP)—usually a registered architect or professional engineer.
  2. Submission: The QP submits the Building Plan (Borang A) via the OneBiz system.
  3. Approval: ABCi reviews the plan (standard turnaround is 14-30 days).
  4. Commencement: You receive a Permit to Commence work.
  5. Occupation: After inspection, you receive an Occupation Permit (OP) confirming the house is safe to inhabit.

At Caramella, we specialize in the internal joinery phase. For purely interior cabinetry, our 3D renders and technical drawings are usually all you need to finalize your vision and begin fabrication. We measure on-site first, then build with humidity-ready boards, sealed edges, and hardware rated for the daily chaos of family life.
