When is a Permit NOT Required?
For most interior cabinetry projects in Brunei, you do not need to engage a Qualified Person (QP) or submit plans to the Authority for Building Control and Construction Industry (ABCi). This includes:
- Replacing existing kitchen cabinets within the same footprint.
- Installing built-in wardrobes or media walls that do not affect structural walls.
- Changing floor finishes (tiles/laminate) within the interior.
- Internal repainting and minor electrical point additions.
When is ABCi Approval MANDATORY?
ABCi oversight is triggered the moment you alter the structural integrity, safety, or exterior footprint of the building. You must seek approval for:
- Structural Alterations: Hacking or removing load-bearing walls to create an open-plan kitchen.
- Extensions: Building a new wet kitchen extension or extending the roofline.
- Plumbing/MEP Changes: Significant repositioning of primary plumbing mains or sewage lines.
- Commercial Fitouts: Renovating a shop lot or office (requires OP/Occupation Permit).
The "Rumpun" (Extension) Warning
Many homeowners in RPN/STKRJ schemes build "temporary" extensions without permits. In Brunei, any extension built without ABCi approval is technically illegal and can lead to fines or demolition orders during property valuation or bank inspections. If your project involves an extension, always consult a registered architect/QP.
The Process for Major Works
If your renvoation requires ABCi approval, the process typically follows these steps:
- Engagement: Consult a Qualified Person (QP)—usually a registered architect or professional engineer.
- Submission: The QP submits the Building Plan (Borang A) via the OneBiz system.
- Approval: ABCi reviews the plan (standard turnaround is 14-30 days).
- Commencement: You receive a Permit to Commence work.
- Occupation: After inspection, you receive an Occupation Permit (OP) confirming the house is safe to inhabit.
